If you are looking to settle in after finishing your studies,I'd suggest Canada because there you will have the option of getting a permanent resident status whereas in the US the chances of you staying in there after finishing your studies are quite low as the immigration laws are more strict...

Yes, you will get 1 year work permit max. And I don't think one year is enough(but don't quote me on this,I hope you get responses from people who have more knowledge on this) If you have the option to choose a program which is max 4 semesters (2 years),do it.
