No way. it needs minimum 3 weeks for Philippines to update medical reports and send to singapore. They can't release the visa until they have the report.

Very confusing question. you're asked to submit your passport to SGVO but not your wife i assume as she is studying in Canada. Please tell us bit more. Are you a sponsored husband? or both you and your wife is sponsored? You applied under which category?
