You should be ok to send it by mail, the sooner the better keeping in mind that you want it to reach the office within 90 days since the expiration of her permit. Or you can leave it and wait for landing interview but she won't be able to work in the mid term

I do the same thing you are doing but I guess I have been lucky enough to get through a couple times. Most times it is busy but I call again and again and again, as I need to do the same at the gckey, after lots of attempts eventually i access my account.

Yeah thanks, however there is only so much patience one can have, I have been very patient; I wish this was the only thing in my life to worry about but it isn't and it is only getting harder the longer this application takes. Apparently the file is in Yellowknife now (local office)

I would take whatever i have to interview, the officer may want to see it or may not. It's hard to know since it seems different for everyone

According to the information I received on the phone once the application is on the local office they have 6 months to process, before those 6 months there is nothing that the agents on the call centre can do, however once those 6 months had pass the agent can help somehow.
