eligibility is different that criminality ... and typically they both get assessed at the same time... there is a section in your GCMS specifically says the status of your eligibility. either "in progress" or "Passed". look for it

the first line simply says "Appears that all required Police Checks are on file" and he recommended a criminality review. which the next officer will conduct. no idea about the second one

I would apply as soon as I can (4 months prior to the expiry date) and not wait. the logic behind that is that if your application get rejected before they issue the BOWP, you won't get it and in that case you would have to leave by May!! however, if you get it now, even if that means few...

Without thinking about it I will say yes you can. There has never been a rule against simultaneous applications
