Yes its possible my two friends both applied in July 2013 have not heard anything from CIC OTTAWA since september. They are still in process.

You will not receive any email regarding your returned application.

It is very unlikely situation that some applicants go through. It depends on the visa officers whether he request you to pay rprf early or later during the application process. From my understanding ,officer will Update your status to IP after 5 to 6 months from the date of application...

Does it speed up your application process,if you pay you landing fee in the beginning ?
