Nah. It's 13 months from the date application package is received at CIC which is ordinarily a couple of days after you send your package, via courier. That said, the 13 months is the average time (though I see it as a minimum) it has taken to process similar applications over the period...

The caps were such that no single NOC could accommodate more than 1,000 complete application packages without a job offer in any of the 50 NOCs in 2014. However, there was an overall cap of 25,000 for applicants applying through the NOC category, plus an additional 500 for applicants applying...

Hey yomifowe, 400 looks like a fairly good score. Considering that the latest round of ITAs were for EE candidates that scored 481 and above (http://www.cic.gc.ca/english/express-entry/rounds.asp) compared to the last round which was 735, I believe the next couple of rounds will accommodate...
