This can be done and it will be easy for you , as Canadian programs are ACGME accredited, you can be BE after Canadian programs . But it isnt easy getting into Canadian programs as all are university based programs and competitive.

As i read on the instructions on the ITA profile it states that Canada PCC is not required .Also some countries do not issue PCC without letter from CIC eg Saudi Arabia They will screen your records directly with RCMP during background check,
