Doesn't mean the initial checks to accept apps into the cap was done poorly and later on application will be returned due to missing docs, screech.

I am the 5000th then. This is a race that even if you manage to win you don't feel good.

Maybe the snowstorm is causing some CPC staff not show up to work. I hope there will be more CC charges coming for Jan 5.

At this moment nobody can say when CIC received the 5000th complete application. We can certainly hope that all apps received prior to Jan 16 have an equal chance. :(

It will be a firm limit. As per CPC-M email, the cap is cut the moment the 5000th complete application is processed with correct payment.

They shouldn't be "pleased" to refuse you. I think it was a final approval.

I was told all received & opened files will have electronic records on GCMS so even incomplete or returned files will leave traces on GCMS too. I think you should call back and speak to another agent :(
