No need for 10th and 12th evaluation..!! Finally points will be rewarded to your highest degree which is "Masters" in your case..So evaluation of only "Masters" degree is sufficient in your case.. Same time, you can also evaluate your "Bachelors" degree as well in the same application to WES...

As of Jan-03rd, 2016, around 13K+ candidates were still waiting who have got CRS b/w 400 - 450, http://www.cic.gc.ca/english/resources/reports/ee-year-end-2015.asp From Jan-2016, the least CRS to get an ITA was 453.. (on Feb-24th) so this number might have been increased to at least 20K+ by now..
