Looks like it's a common pattern.. It happened same with my profile. I got an ghost email 2 days before BG check has changed to 'Not needed' and 1 day after the status change.

No, I don't know which Visa office my file has been assigned to. I assume it must be Ottawa. Or may be Vancouver (if they have a visa office), since I live here.

Not a problem at all. It's a standard format that Consulate General of India issues and which CIC is very much aware of. I was worried previously, but my friends also submitted the same document who have already got their PR.
