Im not sure about the specific form but my suggestion would be to call the lawyer first, find out if the lawyer has a copy of the documents , sometimes they shredded them after a year. Lawyers will accept a simple letter with his signature if the lawyer doesn't have them then go to the IRB and...

You can get a copy of the documents at the Immigration and Refugee Board, same place where he had his hearing , the other option is to ask his lawyer for a copy, if he is not in Canada you will need authorization from your husband to request the documents on his behalf

CIC processing times says 16 months but the Vienna thread shows people being processed within 9 months. However applications received in Dec 2014 and early this year have already received COPR but most the interview was waived.
