I suggest you should Contact CIC and ask them about the status of your appliction and that they should expedite the process for it has been pending for such a long time.
Well you are partially correct. It's true that for opening GIC account , you need to initiate communication with ScotiaBank.
The application is what you send to ScotiaBank , after which you receive instructions to register an account with them (Like you do , when register on an EMAIL-Service)...

If you already have a valid VISA of Canada , then you don't need any transit visa for London , unless you are going to stay there for more than 24 hours.

I think you shouldn't have applied in haste. You must have paid atleast some portion of the fees (Say 1 semester or 1 year) and submitted the receipt of payment.

There aren't any restriction to applying for study permit, even if u flunked an examination.
I would say : Do not panic. Clear your compartmental examination and give your 100% to it. Secure good marks and then apply for visa.

Tuition Fees (CAD 14,000) + GIC (10,100) = CAD 24,100

So take loan accordingly.
See, you can apply to NAIT and may even get an offer letter. But this is not enough. You might get rejected by choosing a course , again at the graduate level. So be rational.
