More realistically it is Feb 2019 ARs for Inland applicants who are now getting PPRs. Rest is just plain old optimism.

Well thats not entirely true. I am inland applicant and was asked by CIC for RCMP Biometric. To be sure I was never asked by CIC for Biometric fee. I paid RCMP directly for Biometrics.
