@tahsinmohammad . i think his question was related to if he required visa to enter Canada or not and he is only visa exempt to Canada if he has a permanent residency in the states which i don't think he is since he previously applied for a Canadian visa which was denied.

I have a similar experience but depending on where the request come from, i would recommend sending it via VAC to the embassy responsible for your application good luck

My request letter came from the embassy responsible for application so i sent the requested document with a cover letter via VAC office.
