    You're right, the eligible occupation list is no longer in effect. You should be eligible for EE pool f you have 67 (FSW) regardless of the NOC. P.S. it obviously has to be NOC 0, A or B.

    As far as I know they won't accept the documents unless its coming from the university in a sealed envelope with proper authorization. But it wont hurt for you to call WES or ICAS and see if they will accept any alternative arrangement.

    If you select bachelors degree or any other post secondary degree for that matter it automatically means that you have completed secondary and higher secondary. So no need to mention them separately.
