No, do not use pension balance to augment amount required for POF. U may use it at best as extra fund. Your bank statement must be equal or higher than the POF required by CIC.

oh.... Sorry about that. The mistake u made was that u drawn the the draft in USD instead of CAD. The RPRF table says 490CAD or 450USD. So paying 980USD instead of 900USD means u have paid in excess of 80USD . U must raise another draft with a correct amount and email them of your postage add...
