Jeslin is right! if you are in India and have a work permit and travel visa then you can return booking Vande Bharat flights. However, if you wait to receive COPR and you do receive it, then your work permit and travel visa becomes invalid. So again after COPR you have to apply for PRTD to travel.

Does anyone know any information about application under COVID pace? Even inland applicants are being moved under Covid pace!! Don’t really understand why!

As I think IRCC Is not sending COPR or PPR at the moment due to COVID. As soon as the travel restrictions are lifted, everyone will start getting PPR.

Same situation! however I think Ottawa office is very slow. I also have few other friends and their file is also in Ottawa. Waiting waiting waiting!!
