Im in the same situation. You will be considered as inland.

The website does say that they have resumed the processing for ETA and travel visa, however when I call IRCC the automated message says that if you have applied online post nov 25, 2019 then the processing ha not started yet. don’t really know what that means.

Only if you are from a visa exempt country you won’t need PRTD. But if you are from a country that requires visa then you need a PRTD to travel.

Mine was 20 June! Just hold on.. I was also told that everything is passed and anyway we’ll hear from them. As far as I’m guessing people who have applied in November received PR during the first week of June, so probably we’ll get our COPR by first week of July (just my assumption) Be positive!
