Sorry but what's a certified true copy? I have official and unofficial transcripts but wasn't planning to upload as I am attaching a PDF of degree and a letter from university saying that I graduate on this date. Can anyone provide a source where they ask for transcripts?

I will suggest to double check all the fields again (especially work experience and make sure the dates reflect your actual experience) and then TRANSMIT it. Answer YES if you studied English or french as second language (ESL or FSL) during your university or college tenure. If you studied arts, business, engineering etc then answer NO.

It should be NO if your country of citizenship did not send you to study here. Meaning you are not sponsored by the government of your country of citizenship.

I got it from Indian Consulate in Toronto on the same day! ;D It actually depends if your passport was issued from here then they can do it the same day otherwise BLS would take around 3-4 weeks depending on the rush.
