Actually they want it 3 months fresh. I don't know if NDVO has different requirements. If it's not a problem to issue newer ones then I think that you should. Otherwise a ND applicant maybe knows if it's okay or not.

Ah, just noticed it. ND VO usually requests PCCs along with MR, so you probably won't lose much time. Be ready to submit them though!
