Wow, that would be so annoying. How come people who were sent letters for replacement photos never actually received the letters! It's year 2017, can communication come through email?

BIG no.... any small mistake that is not material on COPR, mention it while landing! It takes years for CIC to correct it for you while you could have it easily amended with CBSA while landing.
