Yes, you can but only in a non profit organization, in 2012 I was studying an english course and I was seleted to work as a volunteer in JVS Toronto, every friday for 8 hours, and they gave me a diploma.

Hi my advice is retake the Ielts, I got the same score in my first try : L:7.5, S:7, W:6, R:5.5 and rer River College did not accept me. I approve in my second try.

yes, you can, I studied an english course for 6 months in Toronto and I worked as a volunter in JVS Toronto, but just 1 day per week and they gave me a diploma !!!!!!! I think that you can only work as volunter in Non profit Organization like JVS
