Did you receive your ITA? What stage you got Ineligible, is it after APR submission? You should receive the reasons of being ineligible if you have submitted APR, I believe thats not the case with you.

Reference letters are not always in letter heads. marraige certificate always dont contain official seals. Gift Deed as POF needs notarization.
