    You could - depends on your timeline It is always advisable to apply or visitor visa once you have SA and your file is in Process (working on Primary applicant background checks etc). Probability to get approved is high during this phase. Prior to it its all Luck and low probability......BTW...

    Created an account using the second option (GC Key) and upon successful creation of account upon entering the PA details for searching file, it gives a message saying file was not found...try again (now/later) Is it common or just i am having issues ??

    You have right to get an inquiry requested by your local MP (Member of Parliament) on your file. All you need to go to your area's MP office and discuss your issue with them. They would send an inquiry on your behalf and give you a high level picture in few days/weeks.
