Correct, max out on your IELTS first and try to bump up your CRS to over 400. This would make you eligible for Ontario's PNP, and keep an eye on other provinces too. Good luck!

As long as this does not affect your CRS points, and your score is over the CRS Cutoff, you should not have to worry; Mention this in your LoE as pointed already by DelPiero07.

My passports have not been dispatched yet! Today marks the 21st day, and NDVO hasn't responded to any of my mails. CSE hasn't helped a bit either. Oh man, WHY!?!?!?! The application on my MyCIC account went to 'Approved' on 2nd March.

I submitted my passports on 1st March and haven't heard from the Delhi VO since. I have absolutely no clue as to why they haven't dispatched the passports, and the high commission does not respond to mails unless they think it is necessary. How stupid is that?! I am raising a CSE today hoping...

The primary applicant has to land first. The co-applicants/dependents can accompany the PA or follow later, but they cannot land before the PA.
