I think "water" makes more sense in that sentence rather than "hygiene" regardless of which word was said first. Similarly, "electricity" made more sense than "coal" even though coal was said first in audio.

Exactly. In passage it only mentioned that the pass cannot be used for certain ferries, but it was not mentioned if a separate ticket has to be purchased or not?
