People on forum say that online is easier and takes less time. I am not sure if it is true or not Just make one account. One of your parent will be main applicant and other one will be dependent.

You can attach his medical report/xray which shows that he is TB free now along with prescriptions that he took for his treatment. Maybe a physician letter as well stating that he is TB free. But this is just my guess. Maybe other more experienced forum members can help you better in this case
