All the university say that. Whether you secure supervisor or not, they will take in your application and pass it among the faculty members. If any member is interested, he will recommend you for admission. So its better to get hold of a supervisor prior to applying. And BTW in all universities...

No one can guarantee and say that you will get admission. You will never know until you apply. Why don't you email the grad or program coordinator of that university to seek advice and chances of admission. Look for U of Ottawa, Carleton U, U of windsor,

Are you aware that MSc is mostly research/thesis based and you will need to secure a supervisor before applying to the program? Did you secure a supervisor for that?

Doesn't matter. Most probably your application is approved. I have seen cases where study permit has been approved less than 24 hours of application submission.
