You are eligible. But you might want to improve your score to get a better CRS. Remember being eligible does not mean you will get an ITA.

Yes it will. Since PNP nominations are drying up and LMIA is becoming a unicorn. Only it wont go below 450 ever. Each day new applications come into the pool. Young highly qualified people who have good IELTS scores. They will keep the CRS above 450 for quite a long time.
