Hey, look at "primary office" and secondary office to know your VO.... Its usually in the first page...

Hey, I think you're confusing and worrying yourself unnecessarily... As you mentioned, If CIC working on the application submitted on Jan 20 then your application is submitted (received) only on Jan 23. Always calculate received time, not sent. You still have time !!!.
