Personally I don't think it's too early to request notes... You haven't received ME have you ? If you haven't, I strongly recommend to apply GCMS and review the comment from VO.

You could contact atip-aiprp@cic.gc.ca with your tracking number for your GCMS.

Have you ordered GCMS to see the comment from VO ? I guess they have some question about your work experience, that's why they are asking for something.

See, it's like no one is even touching our files. But they are dealing with applicants who sent later than us. Sent: Mar2014 ME:Sept2014 ME sent: Oct2014 Upfront RPRF 1st note during Dec2014: exactly the same with yours.

You don't have to send the receipt through mail. Email to them is good enough.
