Out of my own application - definitely it doesn't delay things. I would think it might speed up the process in case an officer keeps a file on shelf for a while. I've requested 3 sets of notes (one of them was a physical file (by mistake) and I consider my application processing quite quick)...

Passport delivered to Ottawa on April 15th. Return tracker activated on April 22nd. Received my passport on April 24th. Visa issued on April 16th btw.

With all the hussle associated with obtaining that travel document, I think it's easier to go to the U.S. and enter Canada either by a rental car or get a lift... Applies to U.S. visa holders of course.
