I created on 25 Feb. Still no NOI. Not sure on what basis they are sending them out.

I don't think its only about creating new EE profile. I created new one two days ago. I have 428 points. I have seen people who got NOIs with 410 points and 432 points. Not sure how this is possible. My NOC 2282
