For me there is something unusual.because normally Nairobi put DM, after giving the Visas. unless since your wife has no passport, maybe it's a different case maybe they do DM and send her file to IOM. What's your timeline? send them an email asking them update.

M not sure if we receveid same instructions.but for us it was clear that we email both. however at the hospital they said they email only medical. so the police we shall email it ourselves.I think it iis same for you.just you don't have to scan a photocopy, but the original.
