Possible but not probable. There's possibility. However, it's very low. Most refusals occur within 40-75 days. But it can happen at any time.

From CIC's reply it appears that your application is going through additional review. It's very difficult to say when you'll receive PPR. I have seen in some cases it takes more than 180-190 days. Be optimistic though! Best of luck!

As far as I know, it's not mandatory to submit pay stubs. You only need to submit employment letter with your APR. Please check out the CIC weblink: http://www.cic.gc.ca/english/immigrate/skilled/apply-how.asp
