Yes, she's applying from Philippines. As far as I know ielts os only for PR applicants.

There's a outreach program this coming March 2014 in Edmonton. You need to email the Philippine embassy in vancouver on January 27, 2014 for the slot. Its a first come first serve basis. Its less expensive if you can have a slot here in edmonton instead of going to vancouver unless you're living...
