did you check the notes section? sometimes it says "review required" and that can delay your application

BWOP will not restrict you from working in Quebec but your CEC PR will with CEC, you have basically promised the government you will live outside Quebec if you want to take the job, i think it would be the best to drop your CEC and apply for a different PR program from Quebec
