I believe you are mistaken buddy. If you read the link, it says Canada would be WELCOMING 47000-51000 FSW (including FSTs) candidates in 2015. Obviously, their dependents are not counted in this, however, accepting number of apps and welcoming them are two different things...

ICCRC member merely means he has cleared an exam pertaining to Immigration. He doesn't have anything to do with what goes inside CIC. A frnd of mine whose file reached on 29th Dec got charged on Sunday night (1 March). It is indeed too spectacular to imagine the 25000 cap has been reached.

You do have a fair chance. Honestly, it all boils down on what set of caveats they issue for each DRAW, so nothing can be concretely said for sure. But with 15-25 draws expected in the year, you never know. All that can be done meanwhile is speculation. So stay tuned.
