Case Summary: NOC: 3142 My wife is PA. Applied on 30th December. File returned on 10 March, received in Canada correspondence address on 16th March. Reason: Global cap filled

I know 2 candidates who applied on 29 dec itself. One with CC, one with DD. The one with CC got charged on 1 March, on with DD got his file sent back. So the cap filled up between 29th and 30th December itself.

Absolutely true buddy. PER is sent as an EMAIL. This is the scanned copy of a printed communique from CIC. As a matter of fact, that's the format they use for rejections. The blacked out box on top mentions the name and the correspondence address.
