Yes. you can send by e-mail. In fact the attachments / documents for requesting URGENT Processing also can be uploaded , instead of sending by post. For uploading there is a size restriction, of course. For e-mail, attachments can be shrunk using SmallPDF tool. etc... Their messages says at...

By e-Mail, which was much better. Regular mail might have taken weeks to arrive. Replying now with attachments to the e-Mail, which is convenient too.

Color copy of all passports for last 5 years, translated wherever required by Certified Translator. Last September when I applied, there was no requirement for color copies anyway. It took 8 months to receive that question.

Just an update... After 8 months of receiving the application and 4 months in Sec Rev, today I am asked to send Color copies of every page of all passports, to continue the review...

Absolutely right! But one must have contacts with the News Paper reporters. The issue here is ONLY those who have deadlines to travel come to this group to understand what others are doing, others are used to WAITING till the card arrives and the percentage of applicants who are willing to wait...

CIC Agent is the best person to answer this question, if you can get a PR TD when you are a visitor there. Good Luck

Just spoke to CIC Agent just now. He confirmed the information of Secondary Review and PRTD is absolutely FALSE. So, no worries on that. Already written to VFS as well about this concern. Do not want to get stuck after the travel.

This is really worrying. Which version should one believe? CIC Agent or MP's office? Better to check with VAC directly before leaving the country?
