each country is assigned to a certain VO. if your husband would've stayed 1 year in USA for example, you could've chosen the Ottawa VO. but it's CIC's decision where they send the app. Romania has its own VO (Bucharest processes Moldova & Bulgaria as well). so you choose Bucharest :)

i would still contact them if i were you, IF they did a mistake it's better to point them to the right direction in order to avoid delays. IF they do start forwarding overseas apps to Ottawa because of busier VO's, well.. then.. you're a lucky b*stard ;)

i wasn't talking about myself, i live in Romania therefore my app was forwarded to Bucharest VO, nothing wrong with that. i was talking about Nltocan's situation - he's dutch and his app got forwarded to Ottawa instead of Vienna.

hey :) according to the guide, those declarations apply.. Romania's not a former USSR state. i haven't done them either. you wouldn't need them anyway, that second declaration in the guide applies only if you're separated from the father of the child - in that case HE needs to authorise you...
