Both NOCs are skill type A, without doubt. he's got open work permit from IEC, he has worked under NOC type A for one whole year, just that he thought the other NOC type A which is more specific (specialist vs officer) will get a higher chance to get a positive LMO. Turned out he's out of luck...

A friend of mine who is from IEC and got his LMO denied too. He applied CEC under another NOC because of the median wage. (The NOC for LMO is more professional and thus higher wage while his wage is actually the NOC for CEC) But for his case, the NOC for LMO is just an intended job, isn't it...

Yes, you can apply for CEC on a visitor visa, or even outside Canada. You have the exact situation as me, 1 year work permit and only get enough working experience till the end. But at that time, my LMO results was not yet known, so I submitted a WP application and became under implied status...

I'm on the same boat, LMO denied but my WP has also expired. From what I learnt now, you can extend your stay as a visitor. If you have already applied CEC (and received your AOR), you can apply for BOWP.

I am still on implied status since CIC hasn't denied my WP application yet, how can I restore my status? What would be the downside if I wait until I hear from CIC? since I still have my CEC application, I don't want to confuse them or mess things up. PS: I have already stopped working
