Online is faster than submitting by paper but since you have lot of time I don't think it will be a problem even if u go for the paper based.
1 year tuition fees and living expenses is enough. The amount you are showing is more than enough. Plus as sharjeel mentioned whoever is sponsoring you should proof that he is capable enough to support you for 3 years of your study.
(1st year tuition fees) 13000 + (1st year living expenses) 10000= 23000CAD
If you can show 30000CAD than this should be enough + off-course who ever is sponsoring u should proof that he is capable enough to support u for 3 years of your study.
If you are planing to apply online than yes u can scan the documents and upload them. Other wise for paper based (VAC) you will have to give the original.
It is not a compulsory document they won't reject you if u don't show any. Since my father had property in his name so I showed it just made my case more stronger and even if I hadn't showed it, it won't have made any big difference.
