Regina, Memorial and Saskatchewan all have two year tuition fees around 12000/= CAN$ I believe Saskatchewan is even more cheaper than Regina and Memorial. Concordia fees is around 26000/= CAN$. Check Uni's website for updated tuition fees and plus living expenses they are mentioned there...

I applied on 15 January. From what i have read on other posts it seems they are really taking very long most of those who applied in Nov 2013 have not even received their medical calls. Reason here seems that there are too many application for the January intake which is causing this delay...

There is no update the program is still on hold and who knows when it will resume. If you fulfill the MSc requirements than apply for that. Otherwise look for other universities too there are many offering MEng and MSc program in electrical and computer engineering.

Did you contact your university informing them of your study permit delay? There is also an option of differing your admission to next term.
