Youre almost there. Im Nov 20th and i got a ghost mail yesterday and my background check is not started yet. At least some movement for me after 4.5 months. Be patient your PPR will come before end of this month.

According to my knowledge if ESDC (Employment and Social Development Canada) approves your LMIA as a positive LMIA you are good to go. Best thing is to send them a email and get a clarification.

They will ask RPRF with your PPR. Thats the trend these days. Its a good sign that your BC is in progress.

Did you Revoke your account or what ? If you revoked your account you cant take take it back, but all you have to do is - Create a new CIC account and then link it to the old profile. On the process you have to have all the information such as IELTS examination number, WES number.....etc. Same...
