My FBI application was received on Feb 1 2016 and my credit card was charged yesterday meaning they are processing it now.

I sent in my application without the police check. I did include a letter indicating I have applied already and enclosed proof of delivery and copies of the application and fingerprints - my application was processed and received SA with no problems. Good luck
