In express entry, i dont think so it will expedite anything becaus POF is a mandate and it doesnt mattet how much you show above the threshhold they want you to declare. You can explore startup visa immigration or something else where money might by you an express lane ticket. Hope this makes...

In my opinion, You would have to select the Bachelors Degree option(3+ years) as your diploma was lateral entry to the degree program. You can get the ECA for both your diploma and the degree and see what the report says.

No you dont need a PCC from US as you have not stayed there for more than 6 months in a row. But do mention it in your travel history as 2 different entries.
