No, you can apply outland before you move to Canada. But you will need to include proof that you intend to move back to Canada.

Ya, don't worry. They sent out AOR by email, and 8 calendar days later it was updated to Decision Made on ECAS (although it said the decision was made the next business day after we got the AOR) and it took 10 calendar days for the letter to reach us via snail mail.

Did you check out the spreadsheet for the Rome office? A lot of applications are getting approved much faster than the 13 month mark. Doing your medicals later could delay your application a bit so if you would like to move to Canada ASAP, think about getting the medicals done before you send...
