February 10 AOR...I called CIC yesterday and the agent said that eligibility and security not started yet and criminality is in the process ..I asked about R10 too and she said it's not done . My question is can criminality begin without completeness check or is it a part of R 10?

No. I AM FSWO but I have an arranged employment offer letter with LMIA. I have already paid bio metric fee at the time of file submission.

Not yet.MY agent has not informed me about it. When I called CIC yesterday the status said the same thing that we do not need your fingerprints . What does your status show now that we need your fingerprints?
