Ofcourse the history matters to them.. Basically they want that the money in account is urs and you can use it to settle in NS.. So if ur history shows to many credits from different accounts they will ask u to fresh statement.. Or worse can reject ur application

There are two diff categories nsnp skilled worker and regional labour market demand stream which does not manadate applicant to have offer from NS province. Your friend can apply in nsnp rlmd stream..for eligible occupation check on their web site.. There are eligible occupations mentioned.

Yes all three (1,2 & 3) are required to be submitted at NSNP stage. Once you get nomination from NS immigration. You need to send CIC forms(original), NSNP forms(Copies), Supporting documents (as per CIC guidelines) and original Nomination letter.
